COMMON QUESTIONS

WHAT IS THE FARNHAM POINT ASSOCIATION? 

The Farnham Point Association (FPA) was formed in 1971 to maintain the roads and common property of the neighborhood.  FPA has established Bylaws as well as Policies and Procedures that determine the use of our common property (roadways, rights of ways and Little Cove.)  The Association also determines the annual assessment and other assessments based upon anticipated expenses.

WHAT IS THE ANNUAL MAINTENANCE ASSESSMENT & HOW SHOULD I PAY?

The Annual Maintenance Assessment for 2021 is $625.  Invoices are mailed at the beginning of the year and are due within 30 days. Please mail checks payable to Farnham Point  Association to PO Box 132, East Boothbay, ME 04544.  All residents, regardless of their membership status in the FPA, must pay this annual assessment.  All property owners benefit from road maintenance and snow plowing, and every property along the FPA roads share in the annual cost of maintenance.

IS MEMBERSHIP IN THE FPA MANDATORY ?

No, but you are encouraged to formally join the FPA to participate fully in the discussion and to vote on all matters.  Formally joining is a matter of paying a one-time initial fee of $75 and a vote of all the members at the next Annual Meeting.  If you do not become a formal member, you must still pay all assessments for use of the common property.

WHO SHOULD I CALL IF THE ROADS ARE ICY OR NEED TO BE PLOWED?

FPA has contracted with a local contractor to plow snow and sand the FPA roads.  Remember to give the plow contractor a little time to complete the rounds and catch up, especially if during heavy snowfalls.  If you are concerned about a particular patch of ice, please contact a member of the Road Maintenance Committee who can check in with the plowing contractor.

WHAT IF I SEE A BIG RUT, DRAINAGE PROBLEM OR OTHER ROAD ISSUE?

Please contact a member of the Road Maintenance Committee who can investigate the issue to determine if it needs to be addressed immediately or be added to the annual “to do” list.  Sometimes storms may bring unexpected surprises such as downed trees or washed-out drainage rocks.  Neighbors usually rally to help other neighbors during such times. The FPA Board may also issue a call for an emergency clean up among neighbors.

I’M PLANNING TO DO WORK ON MY HOUSE.  MUST I NOTIFY ANYONE AHEAD OF TIME?

Yes. Please contact a member of the Road Maintenance Committee to describe the nature of the work you are doing.  They can determine whether you will need to pay a maintenance assessment and the amount.   Please also review the Obligations and Guidelines During Construction, Renovation, Logging, etc. section of the FPA Policies and Procedures.

WHY DOES FPA CHARGE A FEE FOR CONSTRUCTION/WORK DONE ON HOMES?

FPA roads are private which means each property owner shares in the annual cost of maintaining them. When work on an individual property requires repeated heavy trucks usage and/or excessive wear on FPA roads, a maintenance assessment is collected from that property owner to help defray the cost of repairs from additional wear.  Please see Maintenance Assessments section of the FPA Policies and Procedures for a description of the maintenance assessment.

WHY DOESN’T THE TOWN OF BOOTHBAY MAINTAIN THE FPA ROADS?  

FPA roads were created over 50 years ago and are considered a “Private Way”.  Since then, various FPA Boards have worked to have our roads converted to municipal/town roads.  Unfortunately, FPA roads have been unable to meet the standards required by the town due to the road width and other conditions.

I’VE SEEN EXCESSIVE SPEEDING & RECKLESS DRIVING ON OUR ROADS.
WHAT SHOULD I DO? 

The speed limit throughout the FPA is 15 mph and we encourage all residents to follow that speed limit for the safety of our residents, visitors, pets and the roads.  Please also remind any visitors and contractors of the speed limit.  If there is an incident in which you’ve witnessed someone driving recklessly or dangerously, take the  license plate number, date, location and time of incident and contact the Lincoln County Sheriff’s department at 207-882-7332 as soon as possible.
